由于集群端口可访问、集群创建失败：

集群端口已启动且配置正确。
已在这些端口上配置集群Sifs。
任何集群端口均无法进行L2可连接。
已正确应用共享RC框架。
RC框架、NX-OS和ONTAP版本可通过集群交换机列表获得支持。
